Capital Improvements Program Package
The Capital Improvements Program (CIP) package is a special type of review specifically tailored to address a number of small projects with similar characteristics and relatively small budgets that are under the same capital improvements program. A CIP is typically a conglomeration of a number of resurfacing, maintenance and preservation, rehabilitation or reconstruction projects.
This package combines several BPRs cost-effectively and allows the program itself to be recognized for award.
Added Benefits
- The entire CIP itself may earn certification that reflects the minimum score achieved in the Voluntary Credits by at least 95% of the segments included in the program by cost.
- Some segments may not earn enough points to qualify alone for certification, though the whole program may still qualify even if it includes that non-certified segment.
What is a "Segment?"
A "segment" has a distinct start and end point in space, measured by centerline distance, and no centerline discontinuities or direction changes. Usually, a centerline discontinuity correlates with a change in roadway name. Each segment is subject to equal treatment under the Basic Project Rating process.
Does This Package Fit My Project?
CIPs usually have some or all of the following characteristics:
- Several segments usually comprised of different upgrades and improvements to pavements, intersections, drainage systems, traffic controls, safety or accessibility
- Segments may be disjointed or otherwise not connected to each other
- Segments may not have the same features depending on location and existing right-of-way features
- Program is funded and implemented according to annual or biannual cycles
- Usually less than or equal to approximately $10 million in total contract price per year
- Bridges, culverts and other structure retrofits or upgrades
This package does not apply to:
- New roadways, new bridges or bridge replacements
- Capacity improvements (adding lanes) or major corridor upgrades or improvements
- Phased projects
- Site or surface operation and maintenance projects (see PR-10 Site Maintenance Plan for a list of activities).
Eligibility
A “qualifying CIP” must demonstrate, at minimum, the following eligibility criteria are met:
- 100% of the segments included in the program meet all 11 Project Requirements
- Program must achieve the Voluntary Credit AE-3 Context Sensitive Solutions
- Valued at $10 million or less in construction contract price in total.
- Projected final completion dates of construction for the first and last segments to begin construction must not be more than 1 year apart.
Qualifying CIPs must meet four of these five additional criteria.
- Construction of segments in the CIP begin in the same fiscal year or season.
- Standard specifications for all segments are the same.
- Contract special provisions for all segments are the same.
- Construction work is performed by the same prime contractor and sub-contractors.
- All segments are owned by the same owner.
The reason for minimum eligibility criteria is that we want to be sure that each segment of the CIP is representative of the minimum requirements to be considered a Greenroad and that each segment fits the programmatic context.
What's Included?
The CIP package includes (for up to 3 segments):
- One $500 registration fee which provides access and use of the Website (expires after 1 year of non-use).
- Discounted registration fees for each segment.
- Preliminary Review (optional) of program with individual scores assigned to each segment
- Final Review of program with individual scores assigned to each segment (may be simultaneous with Preliminary Review)
- Introductory presentation on Greenroads
- Up to 8 hours of live support and regular feedback
- One interim progress report with per-segment scores and two program progress reports.
More segments may be added for an incremental per-segment fee.
