Goal
Determine lifecycle costs and savings associated with low impact development
techniques and best management practices for stormwater utilities.
Requirements
Conduct a lifecycle cost analysis (LCCA) for stormwater utilities according to the
National Cooperative Highway Research Program (NCHRP) Report 565: Evaluation of
Best Management Practices for Highway Runoff Control Guidelines Manual.

The Guidelines Manual is available to download as a CD image file (*.iso). This file can
be burned to a CD and then viewed via in PDF.
Documentation
Provide a copy of the LCCA spreadsheet showing the final results of the cost analysis
and highlighting the final alternative chosen. The results must show, at minimum, that
the following criteria have been addressed:
- Expected service life
- Construction costs
- Maintenance costs
- Interest rate
- Salvage value
- Estimated annual cost of the stormwater management system

I went to the NCHRP report and am not clear on what should be done to evaluate the LCCA of a BMP. I would suggest making it simpler. On page 5-24 of the HRM, there is a table that indicates the capitol cost and maintenance and operations cost as well as the life. It might be better to indicate in terms of "low", "medium" and "high". Also for maintenance, I think this area is always over looked and would consider adding something like this: Life cycle cost analysis should consider: capitol as well as maintenance and operations costs. All BMPs should be evaluated by local maintenance prior to finalizing design. Some BMPS require special equipment or training which may not be initially evident without maintenance involvement.
